Henan Jinyufeng’s Big Health Biotechnology Industrial Park Project (Phase II)

On 11 March, the local ecological environment bureau accepted and publicized the environmental impact report for Big Health Biotechnology Industrial Park Project (Phase II) by Henan Jinyufeng Biological Technology Co., Ltd. (Henan Jinyufeng).

  • Total investment: USD237 million (RMB1.7 billion), of which USD1.8 million (RMB13 million) is for environmental protection
  • Product plan:
    • 680,000 t/a of corn starch (Grade I)
    • 80,000 t/a of 98% lysine hydrochloride
    • 120,000 t/a of 70% lysine sulfate
    • 600,000 t/a of liquid glucose
    • 120,000 t/a of maltodextrin
    • 96,000 t/a of corn protein powder
    • 183,333 t/a of corn fiber
    • 202,222 t/a of corn steep liquor
    • 166,667 t/a of corn germ
  • Key raw material: 2,000,000 t/a of corn
  • Labor quota: 210 employees
  • Working system: Three 8hr shifts per day, 330 working days per year

Phase II is a “construction before approval” project.

  • In Dec. 2023, the civil engineering of the lysine project in Phase II began construction and was completed in May 2024.
  • In Oct. 2024, the installation of production line equipment for the lysine project was completed, but no commissioning or production has taken place. Other production lines in Phase II have not yet started construction.
  • On 7 March, 2025, the local ecological environment bureau imposed administrative penalties on the illegal construction of the lysine project, and the case has been closed.

The Big Health Biotechnology Industrial Park Project (Phase I) has been put into production in H1 2024, consuming 1,800,000 t/a of corn to produce 920,000 t/a of corn starch (Grade I), 100,000 t/a of corn germ oil, 200,000 t/a of fructose-glucose syrup, 200,000 t/a of maltose syrup, 86,400 t/a of corn protein powder, 165,000 t/a of corn fiber, 182,000 t/a of corn steep liquor and 150,000 t/a of corn germ.

The EU Made Anti-dumping Ruling on Erythritol and Lysine from China

On 15 Jan., 2025, the European Commission issued a notice imposing a final anti-dumping duty on erythritol originating from China, currently falling under the Combined Nomenclature (CN) code ex 2905 49 00 for erythritol in its pure form and CN codes ex 2106 90 92 and ex 2106 90 98 for blended products (TARIC codes 2905 49 00 15, 2106 90 92 65, and 2106 90 98 15). The notice entered into force on 17 Jan., 2025 and will remain in force for five years.

On 21 Nov., 2023, the European Commission initiated an anti-dumping investigation with regard to imports of erythritol originating in China. The dumping investigation period was from 1 Oct., 2022, to 30 Sept., 2023, and the injury investigation period covered from 1 Jan., 2020, to the end of the dumping investigation period.

On 14 Jan., 2025, the European Commission issued a notice making a preliminary anti-dumping determination on lysine originating from China, currently falling under CN codes ex 2309 90 31 and ex 2309 90 96 for Lysine sulphate, and under CN code 2922 41 00 for lysine hydrochloride and aqueous solution of lysine (TARIC codes 2309 90 31 41, 2309 90 31 49, 2309 90 96 41, 2309 90 96 49).

The preliminary ruling sets a provisional anti-dumping duty rates as follows:
