Henan Jinyufeng’s Big Health Biotechnology Industrial Park Project

Henan Jinyufeng’s Big Health Biotechnology Industrial Park Project (Phase II)

On 11 March, the local ecological environment bureau accepted and publicized the environmental impact report for Big Health Biotechnology Industrial Park Project (Phase II) by Henan Jinyufeng Biological Technology Co., Ltd. (Henan Jinyufeng).

Overview of Phase II

  • Nature: Expansion
  • Location:Economic and Technological Development Zone, Zhumadian City, Henan Province
  • Total investment: USD237 million (RMB1.7 billion), of which USD1.8 million (RMB13 million) is for environmental protection
  • Product plan:
    • 680,000 t/a of corn starch (Grade I)
    • 80,000 t/a of 98% lysine hydrochloride
    • 120,000 t/a of 70% lysine sulfate
    • 600,000 t/a of liquid glucose
    • 120,000 t/a of maltodextrin
    • 96,000 t/a of corn protein powder
    • 183,333 t/a of corn fiber
    • 202,222 t/a of corn steep liquor
    • 166,667 t/a of corn germ
  • Key raw material: 2,000,000 t/a of corn
  • Labor quota: 210 employees
  • Working system: Three 8hr shifts per day, 330 working days per year

Phase II is a “construction before approval” project.

  • In Dec. 2023, the civil engineering of the lysine project in Phase II began construction and was completed in May 2024.
  • In Oct. 2024, the installation of production line equipment for the lysine project was completed, but no commissioning or production has taken place. Other production lines in Phase II have not yet started construction.
  • On 7 March, 2025, the local ecological environment bureau imposed administrative penalties on the illegal construction of the lysine project, and the case has been closed.

The Big Health Biotechnology Industrial Park Project (Phase I) has been put into production in H1 2024, consuming 1,800,000 t/a of corn to produce 920,000 t/a of corn starch (Grade I), 100,000 t/a of corn germ oil, 200,000 t/a of fructose-glucose syrup, 200,000 t/a of maltose syrup, 86,400 t/a of corn protein powder, 165,000 t/a of corn fiber, 182,000 t/a of corn steep liquor and 150,000 t/a of corn germ.

Overview of Jingliang Longjiang’s corn deep-processing expansion project

  • Nature: reconstruction and expansion
  • Location: within Jingliang Longjiang’s plant, Qinggang County, Suihua City, Heilongjiang Province
  • Total investment: USD 6 million (RMB68 million), of which USD 63,291 (RMB450,000) is for environmental protection
  • Construction contents:
    • Lactic acid production workshop: production of L-potassium lactate, L-sodium lactate, etc., using spare storage tanks and reaction vessels.
    • Starch production workshop: Add 4 dehydrators and 1 vacuum stock transfer equipment, and the rest of the equipment uses the reserved capacity to further improve the deep processing capacity of corn, from 1 million t/a to 1.3 million t/a, and improve the starch production capacity of 208,500 t/a.
  • Labor quota: No new employee. From the existing 326 staffs
  • Working system: three shifts, 24h per day, 300 days per year

On 8 Oct., the local Ecological Environment Bureau accepted the environmental impact report of Zhucheng Xingmao Corn Developing Co., Ltd. (Zhucheng Xingmao)’s corn deep processing technology transformation project.

Project overview

  • Nature: Technical upgrading
  • Location: ZhuchengXingmao’s Starch Factory, Xinxing Town, Zhucheng City, Weifang City, Shandong Province
  • Total Investment: 3 million (RMB320 million), of which USD2.8 million (RMB20 million) is invested in environmental protection
  • Construction content:
    • 200 sets of original equipment such as separators, cyclones, and pin mills with relatively low automation levels were eliminated.
    • More than 180 sets of equipment such as embryo mills, evaporators, separators, clarifiers, automatic packaging and palletizing systems, automatic control systems, and environmental protection treatment facilities were newly built.

The technical level has been significantly improved.

Chengdu COFCO’s 150,000 t/a starch-based sugar expansion project

Currently, COFCO Biochemical (Chengdu) Co., Ltd. (Chengdu COFCO) is able to produce 100,000 t/a of F55 HFCS (high fructose corn syrup), 20,000 t/a of maltose and 36,000 t/a flavored syrup. I

In order to increase its market share in northwest China and satisfy high-end product market demand, Chengdu COFCO plans to construct 150,000 t/a starch-based sugar expansion project, and on 24 Sept., the local environmental protection department accepted the environmental impact report of this project.

 

Project overview:

Nature: expansion

Location: Xinjin District, Chengdu City, Sichuan Province

Total investment: RMB250 million, of which RMB11.48 million for environmental protection

Construction plan: establish a HFCS production line Expand the special sugar workshop and add a new flavor syrup production filling line. Etc.

Product plan: 150,000 t/a HFCS, 2,000 t/a flavored syrup will be added. After completion, the product scale of the plant is 250,000 t/a HFCS, 20,000 t/a maltose, 38,000 t/a flavored syrup.

Key raw material: corn starch

Labor quta: 25 new people (current 150 people)

Construction period: 15 months

Two modified corn starch projects in Zouping city

On July 24, the local authority of Zouping City accepted and publicized the environmental impact assessment (EIA) documents for Shandong Hongsheng Starch Technology Co., Ltd. (Shandong Hongsheng)’s 50,000 t/a pre-gelatinized starch products & equipment optimization and upgrading technical transformation project.

Project overview

  • Type of project: Technical Innovation
  • Location: Shandong Hongsheng’s plant, Zouping City, Binzhou City, Shandong Province
  • Total investment: USD1.7 million (RMB12 million), of which USD0.17 million (RMB1.2 million) is environmental protection investment
  • Construction contents:
    • optimize and upgrade the production process and equipment of the existing projects;
    • transform the warehouse into a liquid pre-gelatinized starch production workshop;
    • add 37 sets of equipment such as stirring and dispersing tanks, double-screw circulating heating tanks, and biomass steam generators.
  • Product Scheme: After the transformation, the product will be optimized from the original 30,000 t/a liquid pregelatinized starch and 20,000 t/a solid pre-gelatinized starch to 45,000 t/a liquid pre-gelatinized starch and 5,000 t/a solid pregelatinized starch.
  • Main raw materials:
    • Corn starch (solid) reduced from 15,000 t/a to 8,000 t/a;
    • Corn starch (35%) reduced from 5,000 t/a to 3,000 t/a;
    • Tapioca starch (solid) reduced from 11,282 t/a to 9,651 t/a;
    • Hydroxypropyl cellulose 1,500 t/a (No change), etc.
  • Labor quota and working system: 10 persons. Three shifts, 300 days of work per year.
  • Construction period: 3 months

 

On August 1, the local authority accepted and publicized the environmental impact assessment (EIA) documents for Shandong Qidali Industrial Technology Co., Ltd.’s 5,000 t/a of gelatinized starch project.

  • Type of project: New Construction
  • Location: Gaotang County, Liaocheng City, Shandong Province
  • Total investment: USD0.7 million (RMB5 million)
  • Construction contents:

Lease the existing idle plant, mainly purchase 4 sets of feeders, 2 sets of mixers, 2 sets of gelatinization silos, 2 sets of gelatinization machines, 2 sets of air conveyors, 2 sets of cooling silos, 2 sets of dust collectors, 2 sets of packaging silos and other equipment.

  • Product Scheme: 5,000 t/a gelatinized starch
  • Main raw materials: 5,000 t/a corn starch
  • Labor quota and working system: 5 persons. One shift system, working 300 days per year.
  • Construction period: 4 months
