Hebei Derui’s Maltodextrin Project

Recently, the environmental impact report for the maltodextrin project by Hebei Derui Starch Co., Ltd. (Hebei Derui) has been approved.

Project overview

  • Nature: New construction
  • Location: Xinji City, Hebei Province
  • Construction entity: Andingjie Branch Company of Hebei Derui
  • Total investment: USD41.8 million (RMB 300 million)
  • Construction Content: Utilizing the existing warehouses of Hebei Derui, the project involves the renovation of one production workshop and one warehouse.

The project will also involve the purchase and installation of an automatic plate and frame filter press, falling film evaporator, drying tower system, and an automatic packaging system.

  • Product plan: 160,000 t/a of maltodextrin
  • Main raw materials: Hebei Derui use edible corn starch and liquefying enzymes to produce semi-finished products—80,000 t/a of feed solution—through steps such as slurry adjustment and continuous jet liquefaction.

This feed solution will be directly used as the raw material for this project.

  • Labor force: 60 new employees
  • Working system: Four-shift and three-rotation system per day, 300 working days per year.
  • Construction period: 2 months

Hebei Derui currently has a production capacity of 160,000 t/a of starch, 180,000 t/a of maltose, 180,000 t/a of glucose, 57,000 t/a of protein powder, 83,000 t/a of sprayed corn bran, 40,000 t/a of corn germ meal, 32,000 t/a of corn oil, and 28,000 t/a of corn steep liquor. Upon completion of this project, the production capacity of maltose will be reduced from 180,000 t/a to 20,000 t/a.

On 10 March, Jinan Bestzyme Bioengineering Co., Ltd. (Jinan Bestzyme) published the environmental impact assessment information of its R&D and industrialization construction project for high-performance new enzyme preparations for the second time.

  • Location: Shanghe Chemical Industry Park, Jinan City, Shandong Province
  • Total investment: USD108 million (RMB 775.49 million)
    • Phase I: USD78.4 million (RMB562.24 million), of which USD5.8 million (RMB41.59 million) is for environmental protection.
    • Phase II: USD29.7 million (RMB213.25 million), of which USD0.87 million (RMB6.21 million) is for environmental protection.
  • Product plan: Phase I and Phase II are identical:
    • 11,182 t/a of starch sugar saccharification enzyme
    • 10,868 t/a of amylase
    • 300 t/a of acid-resistant amylase
    • 150 t/a of cellulase
  • Main raw materials: 46,608 t/a of glucose syrup, 4,790 t/a of glucose, 3,857 t/a of sorbitol, 1,253 t/a of corn steep liquor, 952 t/a of maltodextrin, etc.
  • Labor quota:
    • Phase I: 160 employees
    • Phase II: 80 employees
  • Working system: two 12hr shifts per day, 330 working days totaling 7,920 hours per year.
  • Construction period:
    • Phase I: 21 months
    • Phase II: 21 months

Currently, Jinan Bestzyme can produce 1,500 t/a of α-galactosidase/β-mannanase, 5,200 t/a of pullulanase, 4,900 t/a of glucose oxidase, 3,100 t/a of lipase, and 3,000 t/a of protease.

After months of a sluggish market, as the Chinese New Year approached in mid-January, corn prices began to show a recovery trend.

 

The policy of increasing national reserves played a key role in halting the corn price decline and supporting the upward momentum. Following the announcement in early December 2024 that it would continue to expand the scale of domestic corn storage in 2024, China Grain Reserves Group (Sinograin) issued another notice on 18 Dec., 2024, halting the release of imported corn. On 11 Jan., 2025, Sinograin announced plans to further increase the scale of domestic corn collection and storage in 2024.

 

Meanwhile, under the backdrop of low prices, farmers’ reluctance to sell their crops also provided strong support to the corn market. From the demand perspective, the seasonal effect of the Spring Festival boosted downstream demand in sectors like livestock farming and processing. Corn, as a primary feed ingredient, saw a surge in consumption. Additionally, corn deep-processing enterprises typically stock up ahead of the Spring Festival holiday to avoid uncertainties, such as post-holiday price increases, further driving market demand and supporting price growth.

 

Furthermore, the recent stabilization and rebound in overseas corn prices have provided an additional boost to the domestic corn market.

 

Looking ahead, concerns about the post-holiday peak in traditional grain sales and declining profitability in the livestock sector pose uncertainties for the corn market after the Chinese New Year. These factors are expected to limit further price increases.

The EU Made Anti-dumping Ruling on Erythritol and Lysine from China

On 15 Jan., 2025, the European Commission issued a notice imposing a final anti-dumping duty on erythritol originating from China, currently falling under the Combined Nomenclature (CN) code ex 2905 49 00 for erythritol in its pure form and CN codes ex 2106 90 92 and ex 2106 90 98 for blended products (TARIC codes 2905 49 00 15, 2106 90 92 65, and 2106 90 98 15). The notice entered into force on 17 Jan., 2025 and will remain in force for five years.

On 21 Nov., 2023, the European Commission initiated an anti-dumping investigation with regard to imports of erythritol originating in China. The dumping investigation period was from 1 Oct., 2022, to 30 Sept., 2023, and the injury investigation period covered from 1 Jan., 2020, to the end of the dumping investigation period.

On 14 Jan., 2025, the European Commission issued a notice making a preliminary anti-dumping determination on lysine originating from China, currently falling under CN codes ex 2309 90 31 and ex 2309 90 96 for Lysine sulphate, and under CN code 2922 41 00 for lysine hydrochloride and aqueous solution of lysine (TARIC codes 2309 90 31 41, 2309 90 31 49, 2309 90 96 41, 2309 90 96 49).

The preliminary ruling sets a provisional anti-dumping duty rates as follows:

    • Using trehalose, maltodextrin, and maltose etc. to produce 50,000 t/a of compound starch-based sugar.
